It's completely reasonable to evaluate other opportunities when you receive an offer. Hiring managers understand a job seeker may have other opportunities on the table, but the timing might not always match up. It's best to be up front during the interview process about other opportunities if you’re asked (without providing specific details) so there are no surprises in the end.
Hating your job might not be a good enough reason to quit unless you have another job lined up. That said, there are legitimate reasons for quitting your job. There are also circumstances beyond your control where quitting may be the only option.
What happens if your employer gives you a counteroffer once you’ve decided to leave? If the only time you get a better deal is when you resign, I’d say there’s a message there. It’s very easy to fall back into your comfort zone and of course, your employer doesn't want you to leave, but if they really didn't see this coming then alarm bells should be ringing — they’re obviously out of sync with the market and you should be questioning why you were not recognised on merit.
